angela rounds, what do you make of that? >> a whole lot. first and foremost the fact that it's in draft form and it's a proposal to say that it's dead on arrival. at what point do you pay attention to the fact that there's an amendment process, if there's something you don't like, on the house side and senate side you can amend the bill so instead of being immediately opposed to whatever the president puts forward, he needs to be open to amending the bill. >> chris, we know that leaks in d.c. don't happen by accident. what's the motivation here. >> sure, a lot of posturing going on on both sides here. you know, you take the substance for one. it's a draft. there will be a lot of back and forth. this isn't an easy path to citizenship. there's enforcements and ideas about requirements, criminal records, fees, learning english, et cetera. >> back taxes. >> exactly. nothing happens by accident and you've got to wonder if senator rubio has stepped in it to an extent here. the white house leaks this, rubio jumps up and down. it's fascinating. the
